The Landfill Compliance Supervisor ensures the regulatory compliance of the Augusta Regional Landfill (ARL) by creating, maintaining, and managing all necessary records and documentation. This position is responsible for gathering and recording data related to the ARL’s various permits, including monitoring of the active landfill gas collection and control system. The Compliance Supervisor will work closely with consulting firms to manage compliance reporting contracts, assists the Director of Solid Waste Management in preparing regulatory reports, and maintains records related to compliance, administration, staff, equipment, and safety.

Generate and maintain daily reports recording landfill activity, staff present, weather conditions, and repairs. Maintain all records related to the solid waste permit, such as intake tonnages, fill location, soil usage, gas migration, and groundwater monitoring. Maintain storm-water records through daily, weekly, and monthly inspections. Monitor storm events, collect samples, and coordinate with treatment personnel to process samples. Record hours and fuel usage data on all emissions sources, such as standby generators, and cement silo. Maintain all data concerning air emissions to ensure compliance with EPA Air Permit. Perform daily inspections of the leachate collection system. Conduct daily inspections and maintain records of all bulk storage tanks (i.e. fuel tanks, used oil tanks, antifreeze tanks, and bulk oil tanks). Maintain records of safety meetings, fire extinguisher inspections, first aid supply cabinet inspections, and AED inspections. Maintain records of all out-bound recyclables, such as scrap metal, tires, and used oil. Assist the Director of Solid Waste Management with the creation and maintenance of spreadsheets and other documents. Work with third party consultants to ensure that proper reporting is performed. Perform other duties as assigned.

Two years of experience in solid waste management or comparable environmental operations, such as landfill, recycling, or treatment facilities preferred; experience in other environmental facility operations will be considered. A Bachelor’s Degree in Environmental Science, Environmental or Civil Engineering, Chemistry, Biology, or related field is preferred but not required. Experience with landfill gas monitoring equipment (Landtec GEM 5000, Elkins Earthworks Envision, etc.) is preferred. Must possess a valid Virginia Driver's License. Must possess or obtain a Class II Waste Management Facility Operators License within twelve (12) months of employment. Must be thoroughly familiar with the operation and administration of local government public works; the relationship of local government with state and federal agencies. Must possess the ability to deal with and maintain confidentiality of information. Must be proficient in the use of current computer software for the office (Microsoft Word, Excel, Power Point, and data base applications) and have working knowledge of the Internet, e-mail, basic research, and electronic data communications and the ability to type accurately and at a reasonable rate of speed.
